DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL
HELD ON MONDAY OCTOBER 17TH 2011 IN THE VILLAGE HALL AT 7.30 .PM.
1. PRESENT

3. PUBLIC SESSION (SUSPENSION OF STANDING ORDERS)
Foot path across the Green. There was an objection to digging the path up if the shop was likely to re-open. Mrs Tillier requested a site meeting.
Mrs Tillier also requested a survey of all footpaths in the Village – budget meeting agenda item.
It was noted that the collection time at the post box had been changed to 4 p.m. without prior notification.
A note had been received by some householders re damage to verges that had not been distributed by Parish Council and was unsigned. Pot hole on the Walnut Orchard side of Dark Lane was very deep, and cars are going into verges to avoid it. This has been reported to highways.
The Queen’s Jubilee.
After some discussion it was agreed that a public meeting would be held to discuss the Fete/Jubilee/Olympics and find out what the village wants. Cllr Mrs Lazaruk advised the meeting that the Local area Forum had been looking into the possibility of a beacon for the villages, which could be used again when the Olympic Torch travelled from Stoke Mandeville to London for the Para-Olympics.
Kerbing and Verges. It was noted that delivery lorries could damage the kerbing, and that there was a cost implication if householders request smaller lorries.
School Bell. Next agenda
Shop – no further developments at present.

5. MATTERS ARISING FROM THE MINUTES
Covered further in the agenda.
6. VALE OF AYLESBURY PLAN
Councillors have documentation from Aylesbury vale giving details of the New Plan. Parishes need to indicate their preferences. Cllr Lewis recommended a presentation to the Village by the Planning Officer to discuss implications and requirements for housing, business, leisure etc.
A Neighbourhood plan, if adopted, will give villages more responsibility and more say in planning matters. A referendum with a 50% majority will be needed to adopt any plan
A Parish Plan or community plan has no statutory force but will detail requirements or needs for future of the village.
There are cost implications to all of the above, which is why a meeting is needed. Cllr Lewis will lead initiative, and a meeting will be arranged in the next 6 weeks.
7. PLANNNING APPLICATIONS
Bramble Bank –single extension – Passed
Land to rear of Old House School Lane 11/01836 APP - one detached dwelling with access onto Aylesbury Rd
The Martins Turnip Close 11/01827/APP Detached dwelling with associated parking and replacement carport for existing dwelling (previous application withdrawn)

8. LAF MEETING REPORT
Cllr Mrs Lazaruk attended the Local Area Forum and Neighbourhood Action group Meetings.
NAG - Police telephone number for non emergency calls will change to 101 in November, and emergency number will remain as 999.
There will be speed checks on Winchendon Road in the next few weeks.
Scrap metal theft if on the rise.
LAF - Mobile libraries will stay.
Householders are not liable if some one slips after snow has been shovelled.
Emergency plans are being set up for harsh weather conditions to ensure that elderly and vulnerable people can be provided with food and essential transportation. A skills register will be established (doctors in village, cooks, and owners of 4 x4 vehicles) The Bell Inn has offered to provide food when necessary. Mrs Lazaruk told the meeting that a telephone tree could be set up with the Bell at the top for people who might be able to help.
Next LAF/NAG meeting is in November at Stone. Chearsley will hold a meeting on March 21st at 6.30 for NAG and 7.30 for LAF.
9. HIGHWAYS AND OPEN AREAS
Christmas tree - to be ordered from Briants for 26th November.
Tree Pollarding.
3 Hornbeams should have a cut of 1ft for lower branches.
2 Sycamores – one (next to stump) to be removed completely and the other pollarded.
There was some discussion regarding the walnut tree by the post box and the Chestnut Tree- Councillors to have a look. Next agenda
10. REMEMBRANCE SUNDAY
Mr Peter Grimsdell said that one of his sons serving in the forces should be able to lay the wreath on behalf of the village.
11. FINANCIAL MATTERS
External audit has been returned.
12. SUMMARY AND SUSPENSION OF STANDING ORDERS
The WI will have stalls on the Green on 5th December for Christmas.
Cllr Heybrook will establish areas which have been mowed for wild flower planting.

13. DATE AND TIMES OF NEXT MEETINGS
It was agreed that meetings would begin at 7.15.pm in future.
