DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL
HELD ON MONDAY FEBRUARY 20TH IN THE VILLAGE HALL AT 7.30 .PM.

1. PRESENT
Cllrs Brown, Hytten, Edmonds, Lewis, Mrs Lazaruk, Mrs Towell, 7 members of the public, Parish Clerk,

3. PUBLIC SESSION (SUSPENSION OF STANDING ORDERS)
A planning application has been submitted for the removal of the diseased tree opposite the pub.  This is now considered to be a hazard, and work can start after the 19th March. 
Comments received last month regarding the use of the Village Hall at weekends have been looked into and there is no problem with bookings on Sunday afternoons.  The Chairman requested a copy of the Hall accounts for Parish Records after the agreement at the budget meeting to re-instate the Grant to the Village Hall.
Mrs Morbey raised the matter of Jubilee Celebrations, and suggested the ‘Big Lunch’ as proposed by the Eden Project.   The Chairman advised the meeting that the Parish Council would support any celebrations, and would set up a meeting within the next couple of weeks, but felt that it was for the village to take the driving seat.  Correspondence has been received regarding road closures for street parties, and it was agreed that this would not be necessary if the main celebration was to be a picnic on the Green preceded by a procession of village Children prior to a fancy dress competition. 
Applications to ‘Plant a Tree’ for the Jubilee need to be submitted for trees to be delivered in November. Suggestions for planting areas for 100 metres hedging needed.

Agreed as a true record.  Proposed Cllr Hytten, seconded Cllr Mrs. Towell.  All agreed.

4. MATTERS ARISING FROM THE MINUTES

5. PLANNING APPLICATIONS
Manor Farm – Windows, removal of flue, internal alterations.  It was agreed that this was a matter for the historic buildings officers and the Parish Council would wait for their comments.
Turnip Close – Site meeting to be arranged
Walnut Orchard- Site meeting to be arranged
Land to the rear of Old House, School Lane, minor amended plans- passed
The Parish Council did not comment on the original application.
Sycamore tree on the Green.  It was noted that all Councillors except Cllr Edmonds and Mrs Towell had agreed to the removal of the sycamore opposite the pub.

Village Plan.

Cllr Lewis reported that the next meeting would be on 29th Feb 2012, and that the report had been received and distributed and would be available on the website.  There had been a healthy turnout but more people were needed. There were 50 people at the first meeting, and 25 of these had volunteered to help.

6. HIGHWAYS AND OPEN AREAS

Cllr Mrs Lazaruk advised the meeting that there was an additional pot of money available from LAF for traffic calming, and the Parish council were re-submitting the application that was turned down last year. 
A road survey with David Smith from Highways to be arranged,  to look at  drainage problems at the bottom of Dark Lane, road surface between Chearsley and Cuddington  (which is due to begin early April) and white lines painted on junctions round the Green,  Church/Shupps Lane,  Watts Green.

9. SUMMARY AND SUSPENSION OF STANDING ORDERS

The matter of bus stop maintenance was raised.  The board still shows bus route 261, although the route is now 110.  There is also an un-publicised service from Z & S .

There is a damaged gate at the bottom of Lower Green Lane.  Landowner to be contacted.
