DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL
HELD ON MONDAY JULY 11TH 2011 IN THE VILLAGE HALL AT 7.30 .PM.

1. PRESENT
Cllrs Brown, Edmonds, Heybrook, Lewis, Mrs Lazaruk, Mrs Towell, District Cllr Hawkett, Mrs Marion Grapes  12 members of the public, Parish Clerk,

3. PUBLIC SESSION (SUSPENSION OF STANDING ORDERS) 5 MINUTES PER PERSON
Shop is about to close.  Discussions are in hand as to change of ownership. An application has been submitted for change of use back to residential for the tea rooms. Cllr Edmonds was asked what the Council’s attitude would be and he stated that the policy would be to retain the amenity as long as possible.

The path across the Green will be left as it is

The current location of the old school bell was raised. Next agenda

A letter has been received from Mrs Parkes re the erosion of the verges in dark Lane.  The ‘Unsuitable for Heavy Vehicles’ signs are being ignored. It was suggested the people in the village be asked to request small delivery lorries.

Kerbing of verges was promised several years ago,  but there is currently no funding available.  Highways will be asked to return and re-address the matter.  Cllr Edmonds explained that the new emphasis at Bucks CC was on the repair of potholes in the roads.

Complaints have been made to Highways bout the grass cutting which is destroying the verges, but to no noticeable effect.  It was noted that the village could choose which parts are cut

It was agreed that correspondence received by the pc would be available for inspection at the meeting

Vine Cottage.  The planning application had been objected to by the Parish Council and the house holder requested an explanation.

Lower Green Lane footpath is very overgrown.

5. MATTERS ARISING FROM THE MINUTES
Planning Applications
Cllr Lewis said the Parish Council was setting up a procedure for consistent treatment of planning applications. After a site meeting with interested parties the Parish council will respond with their comments.  There is a planning reference file available, and the 2011/12 Development plan will change.  There are to be Parish Plans and village Design Statements. Cllr Lewis recommended the establishment of a Village Plan.

There was no objection to the change of use to residential for the Tea Rooms at the shop.

HS2 Railway comments due in by 29th July.

Dog Bins
Cllr Mrs Towell is in consultation with Cuddington as to their effectiveness.  It is difficult to enforce penalties without at least one bin available in village.  It was agreed that in principle the installation of one bin should be included in the next budget review.

Tree Pollarding. 
Andy Freeman is going to have a look and provide a quote

Wild Flowers.    Mrs Rogers very happy to fund wild flowers.  Cllr Heybrook advised that seeds were also available from Vale Community Volunteers, and it might be worth considering additional funding in budget.

Traffic Calming – Mrs Grapes advised the meeting that there was no funding available this year.  Application to be resubmitted.

Internal auditors have returned the accounts which will be sent to external auditors
Bank mandate in circulation for new signatories
